Together We Face the Pandemic 2020-2021
This is the first year of my service to Hong Kong Children & Youth Services, and this report is also
the first Annual Report I have written for the Agency. While the whole city has been fighting for the
COVID-19 for a year, I am grateful for the unity and collaboration of the partners and friends from
all walks of life, members of the Executive Committee and all staff, to support each other in times
of hardship, assist each other when needed, and dedicate in providing the most suitable services
for our service users.
Services Development
The Agency is devoted to developing diversified services in a sustainable manner, so as to fulfill
the ever-changing service needs. In the aspects of services for children, youth, families and
elderly, we have new developments in the past year as follows:
Family and Child Welfare Services
Regarding family and child services, the Agency has added stationing services in eight
kindergartens, and became the operator of the “Pilot Scheme on Social Work Service for Pre-
primary Institutions (Phase 3)” funded by the Social Welfare Department (SWD). In addition, we
have been providing support and professional intervention to children and families through the
promotion of the “Jockey Club Family Anti-epidemic Scheme” and the “Jockey Club Project
IDEAL”, enhancing parenting skills of the parents and consolidating the family relationship.
Nine Small Group Homes operated by the Agency have received support from SWD to conduct
environmental improvement works this year. The works projects allowed children to grow up in
a safer and more comfortable environment and strengthen their physical and mental health. The
foster care services have also received the funding from SWD to increase clinical psychology
services, ensuring support to more children with needs of psychological counselling.
Rehabilitation Services for Children
The Agency also has proactively expanded the services for children with special needs. The
Agency has successfully applied to Social Welfare Department to increase the quota for
promoting the “Training Subsidy Programme for Children on the Waiting List of Subvented Pre-
school Rehabilitation Services” at the North District, while strengthening the services of the cross-
profession team. The mobile treatment vehicle of the On-site Pre-school Rehabilitation Services
will also be launched in a few months, helping to resolve the situation of not having enough
training spaces.
