葉思芬女士 Over the last five decades, Victoria Educational Organisation has adopted the best practices of a
Executive Director, variety of philosophies and pedagogies to become a leading kindergarten in Hong Kong with a
stellar reputation for providing a world-class education.

維多利亞教育機構行政總監 Now, 55 years after our first school opened, our seven kindergarten campuses are authorised
International Baccalaureate (IB) World Schools, encouraging our students to become
knowledgeable, principled, and open-minded thinkers through their own inquiry processes. We work
with notable researchers from Project Zero at the Harvard Graduate School of Education (HGSE)
to promote STEAM learning through the Agency by Design framework for early childhood maker-
centered learning. Through maker-centered learning, our students are developing important skills
such as creativity, observation, problem solving, and collaboration, which are critical for their future
academic and personal development.
We adopted the Columbia University Teachers College Reading and Writing Project, a language-
rich framework that helps children develop strong literacy skills from early childhood. Moreover, our
unique one-teacher-one-language policy has been affording students the opportunity to develop
biliteracy and trilingual language skills, academic excellence, and positive cross-cultural and
personal competencies.
Since the beginning, our students and their needs have remained our highest priority. As a result,
generations of young VEO students have gained knowledge, strengthened their character and
gone on to serve their communities in a variety of meaningful ways. The bedrock of VEO has always
been a strong sense of community and family, and the understanding that education is the shared
responsibility of school and home. We strongly believe in the importance of communication and
collaboration, never more so than during the COVID-19 pandemic.
I would like to take this opportunity to thank our VEO family: our Principals, staff, teachers, Parent-
teacher Association, parents and families of VEO, for your support during the pandemic. Your
resilience has been a testament to the astounding strength of our community in the face of all odds.
Now, looking towards the future, I am excited to partner in new and inspired ways with our VEO
community to ensure that the next generation of VEO students are prepared to tread any path, and
are empowered to make a positive impact on the world.
